  • Approval of May Minutes
  • Dog waste stations update
    • $160 per year for bags; buying twice a year
    • Most are being managed, except the Union Fairview walkthrough.
    • More bags were ordered and distributed as necessary.
  • Neighborhood Matching Grant Update
    • Grants need to be exempt from having to hire unions.  Extra reporting requirements if affecting public land.
    • 2/3 of grants approved don’t meet the city requirements
    • Traffic circles meet the requirements.
    • Beautification grant planning.
      • Might be delayed do to funding
  • Annual Garage Sale
    • Extra signs were ordered.
    • Signage should go up after the meeting.
    • Banner for the picnic is here as well.
    • Nathan will resend the event info to print out!
    • Signs should go up ASAP!
    • KAOS has community board.
  • Annual Picnic
    • Planning
      • Reach out Olympia Co-Op for donations: Brian (last year Co-op $100; Ralphs $75
  • Are we still swapping the time, considering the Neighborhood Matching Grant did not come through?
    • We are going to leave the time from 4-7pm; Park is rented out for day by Nathan
  • How many attendees should we plan for?
    • 40-50.
  • Should we try and find cheap or free entertainment, trying to increase the appeal of the event?
    • Brian is reaching out to someone at Evergreen who know other musicians.
    • Susan knows a band with former city councilman Pat Cole.  She will look into the this more.

    • Last year was $200
    • This year for $300 – vote by board members – approved.

    • Brian: Beerwerks (no response yet)

    • Nathan to speak with Big Tom’s about possible donations

    • Sherry says we are a little low on funds but we need people to be paying their dues.   Sherry/Nathan will send something out to members.

 

New business

  • Defaced sign at 9th and Boulevard for Medella rezoning.
  • Sound barriers:
  • Medella project: Borders of area are of concern.  Overlap into cemetery.  Deeded land in 1857 so not a lot of surveying has been done.  No recorded surveys for the Medella property.  Should be adverse possession for cemetery.  Still considered non-project so city said to wait until it becomes a project.

May 2015 Board Meeting Minutes

Monthly Board meeting of the Eastside Neighborhood Association
Board Members in Attendance: Nathan Allan, Melissa Bluestein, Rita Sammons, Sheena Pietzold
Board Members Absent: Brian Brannies, Susan Herring, Ira Silberlicht, Sherry Cillicut, Ted Baird (had volunteered at Annual meeting but did not show up), Mitch Dennis (we are confirming if he is continuing on as a board member)
Neighbors in Attendance: Joe Hanna, Teresa Goen-Burgman, and Kathleen Burgman – Concerned Eastside Neighbors (Medela Rezone)

Minutes

  • Approval of April Minutes
    • Tabled until next month
  • Dog waste stations update
    • All installed with one spare. Thanks to Patricia Campbell for the assistance! Last two were 7th and Edison and 7th and the laneway. Hosted by Ira and Kirsten.
    • Would be great to have a location above Lions Park.
    • We are nearly out of bags. Approximately 4,000 bags lasted nearly a year. Sheena made a motion to approve $136.30 to purchase 4000 more bags. Rita seconded the motion. Board will vote via email to involve more board members.
  • Neighborhood Match Grant Update
    • The City made a list of its top picks for the grants. Our proposal for the Annual Picnic did not make the list of top projects. Our proposal for improvements to traffic calming devices did, for a total of $500.
    • City Council will make final decisions made in May.
  • Annual Garage Sale
    • More signage? We tabled this from the April Meeting to see how the Matching Grants played out. Signs would serve dual purpose with Annual Picnic promotion and general meetings.
    • Sheena made a motion to approve $182.57 to purchase 10 more signs and 15 more stands (as they break). Melissa seconded the motion. Board will vote via email to involve more board members.
  • CNA – Nathan provided a report from the neighborhood representative attending CNA meetings.

  • New business
    • Open house at Madison Elementary on May 27th at 6:30
    • The school has asked the ENA to host a table with information. Nathan and Brian will attend with signs showing the dates for the annual garage sale and picnic. They will also bring a laptop to show visitors the ENA website and help them sign up for the email list.
    • Concerned Eastside Neighbors – update on proposed rezone of area behind Forest Cemetery, off 9th and Boulevard (to the east)
    • Joe, Teresa, and Kathleen attended a City Council meeting to comment on the rezone. The City attorney advised the council not hear comments on the rezone based on its relationship to the proposed new development and a rule against hearing comments on development proposals within certain time periods. They felt like they were being silenced.
    • At that City Council meeting, the council also discussed a comprehensive plan amendment that would upgrade 9th east of Boulevard. There will likely be a hearing of some kind between now and September or October when comprehensive plan amendments are voted on.
    • Joe, Teresa, and Kathleen, as well as Brian Brannies attended a public meeting on April 23rd related to the proposed development to voice their concerns to the planning commission.
    • Concerned Eastside Neighbors put signs up at 9th and Boulevard to show their concerns.

The City of Olympia has issued the following State Environmental Policy Act (SEPA) Determination of Non-significance (DNS) and Notice of Public Hearing for the Olympia Hearing Examiner for the Medela Rezone proposal to amend the City of Olympia land use Zoning Map changing over nine acres southeasterly of the intersection of Pacific Avenue and Boulevard Road SE from ‘Single-Family Residential 4 to 8 units per acre’ to ‘Residential Multi-family 18 units per acre’.  See attached Proposed Medela Rezone Map and Medela Rezone Vicinity Map.

Register your property for the Annual Garage Sale

Are you thinking of holding  garage sale this summer? The ENA helps neighbors hold a neighborhood wide one every year.

The 2015 garage sale will be held on Saturday, July 18th, 2014, 9:00 am – 4:00 pm.

Please let us know if you are going to participate. We will be creating a map of the neighbors holding one on that day.

We will also try and get PSA (shout outs) on local radio and news.

Finally we will have all of the ENA signs out the week before letting people know it is happening!
